Airports and Hotels are the biggest rip-off's.
Hotels are next.
PNB-(Philippine National Bank) is OK.
BDO-(Banko-De-Oro) is also OK.
There are money changers also. These can be the target sites for criminals, waiting outside though, so choose one that has a guard, or is on a busy street. Never count your money where you can be seen!!! change, then hide in 2-3 different locations. Velcro pocket flaps are helpful!
Banks would be your best choice.
Do not change everything at once, only what you need for a day or two.
Don't be scared! I have been to the Philippines three times without incident!
(the money changers every now-and-then will give you a better rate than the legal exchange rate)
