You didn't open a can of worms- that might suggest an argument that has no valid resolution.
Instead, you presented a can with no opener.
What are you looking for in a dive vacation? I myself find it hard to believe that someone would take their precious vacation time, go to a Caribbean island and forget to dive. Instead they spend their time dancing and sunning and drinking- sleeping off a dive day (or two) . On the other hand, lots of people do go to Cancun and Cozumel. (and even Puerto Vallarta) Are you ready for drift diving?
I find the Bahamas exquisite- once you've gotten off of Nassau and Grand Bahama. Others simply love the casinos and locals on those populated and jaded rocks, I like the laid back out islands. Liveaboards work well, but there is something to be said for a week at Riding Rock. Or is your taste more to it's neighboring resort Club Med Columbus Isle?
Belize is indeed a diverse country in terms of geography. It also features many cays on it's barrier reef. Some folks actually dive vacation in Belize by staying in Belize City. I don't know how they do that, although I've watched and tried to figure it out. I had a legal carry permit in Belize and I didn't much care for Belice City (anoither correct spelling, btw). Others go to one resort on one cay and think they've seen Belize. There are some cays that are just this side of having a WalMart. The dive sites are fairly far from most resorts and the Blue Hole is an advanced dive that is quite remote from any medical assistance. I prefer and recommend the liveaboards, the Nekton in particular. Belize is great diving.
Bonaire is a fabulous diver's destination- and a little more. Good restaurants and also a Casino if you must. It is a hot, windy desert isle with scorpions, donkeys, cactus, nude beaches, superb shore diving and a property crime rate that is astronomical.
Shortest Answer: Other.
See N. Tobago, Cuba, Los Roques, N.E. Grenada, Roatan, Utila, San Andres, Cisne, and the other rocks in the Oceans that connect to the Caribbean.
See them all, pick as to your current ability, pocketbook and heart's desires. Go at them one at a time, all the places you mention are good in their own rights.
Just figure out who you are as dive vacationers :06: and go from there.
