Best agency to book through for Palau/Philippines?

I'm planning a trip to Palau and PI for May, 2013. Any suggestions on the best travel agent to book through for best prices and reliability? Is it better to find one that can book in both countries or find one for Palau and another for PI?

In Palau, any opinions on Sam's vs FisnNFins?

Check out World of Diving! They book a ton of trips of all kinds to Palau. The owner is will and can be reached at will.m@worldofdiving.com or susan.p@worldofdiving.com They booked our most recent trip and got us a better deal than we could have on our own. ( I tried) Sam's Tours was great and we will go with them again when we go back. Have fun, you will love it there! Stay at the Palau Pacific Resort at least part of the time if you can swing it. Loved it there! We split our time between PPR and Sea Passions. When we go back we will spend the 2nd week at Palau Royal resort after our week at PPR!
