A boat of some sort would be highly recommended. Technically, you don't need a boat, but I'd highly recommend it. Not so much for the distance, but more for visibility. Scalloping draws lots of boats to the grass beds. Swimming from shore could be dangerous. I went a few weeks back just offshore of Holiday. We did OK. Not a huge amount, but the current was making things difficult.
Unless you are planning to go in the next couple of days, you need to go at least one county north. Hernando, Citrus, and Levy counties are open until September 24.
The directions for getting to the scalloping grounds are pretty much the same. Get out on the water and look for all the boats. That's what they are doing.
