Bang sticks

I'm trying to get a bang stick for protection and have been down to the local police station where they said they will license it for me if I can find one. They said that here in Western Australia they will only license them if they have a pressure system making them only work under water. I've looked around and have found the usual ones (seahornet etc...) but none that have this system.

Can anyone give me any information that could help me out here?
