Bali referral + Seraya

My girlfriend and myself will be going to Bali in July.
I'm experienced diver(+300) but my girlfriend is just taking referral OW course here in Sweden.
What would be a good place for her to do certification OW dives? I was thinking maybe Padangbai because there's a bit of beach to relax on after diving. Any suggestions on dive operators or even alternative place.
After she's done with certification we'll spend a few days in Tulamben - I've done USS Liberty a few years ago and it's THE wreck I'd like to do again.
Any thoughts on Seraya?

Book with any of these let them know what you want and they will sort it all out for you. All lots of experience with newbies (under training) to experienced divers.
