Balayan Bay or Romblon Island, a comparison please

Hey all,

I plan to go diving in the Philippines in january-february-march, and I have the choice to go to Romblon Island or Balayan Bay. What are the major differences between both places? Is one location preferable to the other?

As I have never been in the Philippines, all help is greatly appreciated,
