I have been to Jamacia two times . It is a beautiful contry with great people. You do need to be aware of your surroundings.

The diving is good, not great, a lot of your success will depend on the dive op or resort staff. I had great service, skill and professionalism from the staff of Sandels Ocho Rios.
 
I have been to Negril twice and dove both times. The diving is o.k. and at times pretty good. I have seen multiple nurse sharks, rays, eels, cuda, dolphins, and various other reef fish. I enjoyed seeing my first adult spotted drum as well. That said it is not as nice as other diving destinations in the Carribean. Some of the reef is not in the best shape, but about eight dive sites in the Negril area have great coral. I have heard multiple bad experiences about diving around Ocho Rios. I am not sure which Sandles you are staying at.
My bottom line? Jamaica is a beautiful and relaxing place to vacation, but the diving is a side activity, not the main reason for going.
I recomend bringing your own gear.
