I remember seeing an vintage rig, just the other day, where the diver had a 72cf with his web straps hose clamped directly on the tank. The shoulder strap on a top clamp and the waist strap on a lower clamp. I thought it strange, but it seemed to be working very well.

Very similar..He was using what looked like a modern dive rite web.

That's actually very easy and cheap to do.
All you need is:

2 - cam bands
1 - Hog harness kit (should have 12" webbing, 4 D-rings/keepers, waist buckle, crotch strap.
2 - extra d-rings and keepers.

Here's what you do. Take one of the cam bands and place a D-ring/keeper on each side (like you would on regular webbing) so that when you place the cam band the tank the d-rings are as close to the sides of the tank as possible.
Next, fold the 12" webbing in half and loop a plain D-ring in the middle of the webbing (this D-ring will be under the lower cam band secured tightly and will be where you attach the crotch strap.

Loosely place both cam bands around tank (threaded up) and pull tight just enough so they don't slide down the tank. One should be about half way down the tank and the other should be right up at the shoulder of the tank (about 10" to 12" apart depending on how tall you are. Adjustment is infinite).
Place the folded webbing behind the cam bands and leave enough of the D-ring on the webbing hanging down below the lower cam band so that the crotch strap can loop through that D-ring. The other halves of webbing will go up and underneath the upper cam band and these will go over your shoulders. Spread apart the two pieces of webbing under the top cam band so they form a nice gradual V shape that will follow the contours of your shoulders. Don't forget to center the tank valve where it needs to be.

When everything is adjusted properly cinch down the cam bands tight and the harness will be secure to the tank. Place D-rings on shoulder straps if desired. Run the straps down and through the two D-rings already installed on the lower cam band. Place a D-ring and keeper on the waist section of the webbing just in front of where the comfortable adjustment would be on the shoulder straps. This will act as a stop and prevent the waist straps from sliding out and loosening up too much. The webbing will slide freely on the D-rings just like a cinch system. Attach more D-rings on waist band where desired. Put buckle on.
Last, attach crotch strap onto D-ring that was placed just below lower cam band on tank and adjust.

Don minimal rig and go diving.

This set up kind of looks like the pics I posted, but instead of stainless bands and 1.5" military webbing, you use 2" webbing and modern cam bands can be used.

All this could be purchased for around $100 (+/-) online.
