I don't know of any that are that heavy that will be sourced locally in Canada. If this is for single tank diving, I'd recommend contacting Deep Sea Supply directly. Depending on size, with weight plates it will be between 10lbs and 18lbs.
 
You could get a Halcyon 6 lb steel bp plus the 6 lb weight in the STA (single tank adapter) to make your bp 12 lbs. Not sure what configuration you are going for. Any Halcyon dealer in Quebec or any that ship will be able to get it for you. There are likely other brands that you can configure similarly.

You can also have weight pockets on your tank cam bands to have 12 lbs in a similar location to your bp.
 
If you have a lot of money you could get a machine shop to build one for you, but I don't think there are commercial models that heavy.
 
Or stack 2 identical steel plates together for a total of 12lbs.

most plates are only 5lbs btw. The 6lb we use is the weight of the hardware on the harness

weighted STA's are brand agnostic. As long as the wing has grommets in it, the STA can be used on any backplate since Dive Rite standardized the 11" center in the 80's
 
Any 6mm steel plate will be around the weight you want...might be more 10 than 12 lbs though.

I'd be surprised if they're not available at the average tech shop in your area.
 
Locally, almost impossible unless someone is selling a used one. There are a couple of manufacturers that sell or used to sell 12 mm plates. I'll google and see if they are still around. As Tom mentioned the easiest way are the plates from DSS but only for single tank and really expensive to ship.
