Following another thread earlier today I found the following from Nautilus - one of the companies affected by this idiocy:

Clearly they are doing what they can for their clients. Not sure if this can be used more universally, but it does at least give a path of debate to follow.....

Note, in particular, the 'under protest' suggestion. If you're paying by credit card.... worth a shot.

Cozumel in 25 days. I'll be bringing 2 Pelicans and my best 'patient but firm' attitude. It's been 15 years since I've been to Mexico. Might be waiting that long again if they decide to be difficult....

How much are the advance carnets and how long do they take to get?

Then once attained are they annual or lifetime?

So, only going to be worth it is you really are a professional, or if you are making multiple trips.

I don't understand how this helps for going into Mexico. For some reason, I had assumed it would be issued by Mexico. lol

Depending on price of housing, $235 might not be too bad but where's the guarantee that a Mexican Customs agent would honor the carnet?

The idea behind the international travel carnet (ATA) is that it should be good in any of the 71 (I think) countries that honor the system. It is usually acquired in your home country. So, it is not Mexico specific. There is also the option of shipping your housings down via FedEx but the same rules would apply, it would depend on whether the package was opened. It certainly looks as if these two airports are targeting divers (not hard, you have all your other gear too) so sending a parcel of 'polycarbonate plastic boxes' to your hotel might work....
 
I'd say in Mexico the tax is the least of your problems. Please don't stick your heads in the sand and think its just peachy and safe when it isn't.

A major loss of tourism dollars may force the government to start fighting the cartels and corruption.

I also have a trip to Cozumel scheduled for December 14 so if you find out more, please keep everyone updated. I am sending a note to the dive shop (Tres Pelaconos) asking if they have any additional details.
