Take the o ring off of the orifice and see what happens.
Removed the o ring, attached the hose, blew through the lp hose no problem. Turned the tank on and the valve leaks. Orifice sleeve is in the same position, so adjustment shouldn’t of changed. Strange. I thought the orifice o ring only provide friction but I guess not.

The ring stops the flow around or between the sleeve and the orifice. Is this a ring from a kit? The cross section looks a bit thick.

It is from a kit, I checked it against the O-ring diagram that comes with the kit and measured, it seems to be accurate.

Hmmm. It looks wrong but I no longer have any Atomics to pull apart and look at. There should be minimal friction on the orifice for the washer to work, it doesn’t take much to help relieve the seat set.

I’ll clean up the barrel although it looks clean to me, I have another kit so I’ll use a brand new O-ring and see what happens. When you look at the wave washer it looks almost flat until you take a picture and blow it up a bit.
 
Atomic should probably include this test in their service manual to test the seat saver.
