You are presupposing two things - (1) that the boat driver even cared what might be ahead of him. Indications were that he really didn't, and wasn't looking; and (2) it's easy to see in front of a boat travelling fast. Under those circumstances it really isn't. We occasionally get boat collisions here between boats driven by highly experienced professional boat captains, and they often say they were unsighted.
When a small boat is being driven fast the bow goes high into the air, and unless the captain weaves there is a long blind spot in front of the boat. This boat captain was an arrogant wealthy man, not a professional captain, and really couldn't give a damn. He was driving very fast through an area prohibited to boats because it was an area with swimmers and where divers surfaced. He was a local and knew that, but didn't give a toss.
