I understand what you are saying here BUT you just use your propulsion (kicks) and breathing to make up for any of that instability and FORCE yourself to stay at 25 feet (or whatever) ONCE YOU ESTABLISH your ~neutral buoyancy at 25 feet (or whatever). It becomes easier and easier.
