Apo reef: is it worth the trouble/ expense?

I went to Tuba in 95 and have heard that JB and Bastera have been dynamited since, but that Apo is well guarded.

That's Tubbataha and they paid, iirc, a fine of about $8000 for it. (Others bump into the reef multiple times and get away with it.)

It's probably fair to say that if you have a chain for the pulling us Brits are glad to lend a hand...and I can only assume from your reply that the chain can be considered well and truly tugged(if you know what I mean)
