Unless they collect the ones they find, they will eventually get taken. The La Jolla Preserve is just an idea. People hunt and do all kinds of illegal stuff inside it. One day I was diving in the Marine Room and some guy attacked a lobster right next to me with a trident (4 pronged spear). These rocks/bowls are probably a lot easier to steal, especially at night. This may be impossible to remove them, but it's the only option to allow the public to hang onto them.
