My wife and I stayed at Occ last March, as we were with our toddler and the convenience and nanny allowed us to dive every morning. We ended up going with Dive Palancar, and if you search my posts, you will find a fairly thorough review of both the resort and the dive op. Bottom line: Diving with the guide called "Lobo" was truly excellent, while the 2 others we dove with were blah and yuk, respectively. Also, the shop jocks were not very good at organizing "special trips" (Punta Sur, etc) , and the divers themselves were doing all of the organizing. The short bottom times were a problem at first, but once we had the right group of divers together, and after buggin Lobo a bit, we enjoyed longer dives.

after communicating several times with trip advisor i got them to create their own review section for dive palancar. mine is the first one posted. it was written back in april. there are 11 reviews as of now.
