Not to take anything away from the local dive shops but, why not drive down yourself? It's not that bad of a drive. Plenty of nice condos to stay in and you have your own vehicle to go to what ever restaurant you would like to go to. Plus, if you like shore dives, there is Emerald Bay which is a good warm up dive or night dive.

I 2nd Craig's recommendation. Call Surface Time. They will send a boat out to the island with only 4 divers and do local boat dives with only 2. Make your own reservations at a condo or hotel away from the marina and have fun. If you're concerned about driving in Mexico, check out this page for some basic information.
