If you are getting slight free flow or your reg is just a little to sensative, is there a way to de-tune it. If so can it be done by he user or do you have to send it to a tech. The problem is not temp related because it happens in water 61 - 64 degres.
 
it would need to be *tuned*, not detuned. It could be done by the user if they knew what they were doing. But, if you have to ask, please take it to a technician.

It is possible to adjust your own second stage if it's either too sensitive or not sensitive enough. Most second stages that don't have an ajustment can be field adjusted using most tools you'd find in a hardware store. Since it sounds like you don't really know what you can do or can't or where to start you should take a course on equipment maintenance from a good Instructor/Technician. They should be able to go through your reg with you and demystify it for you. Then with a couple of tools and more knowledge than you now have you'll be amazing your friends and dive buddies with your abilities in the field. Just don't go nuts and think that all regs are the same and you can adjust anybodies'. Most are pretty easy but some require special tools and a little more knowledge. Good luck and good diving.
 
The short term cure is to take it to your LDS and have them fix it.
