@nldunn February is a great time to go to Cozumel for the reasons stated earlier in this thread. There is also the eagle ray migration that draws many divers. The eagle rays cruise around and make me think of a squadron of big airplanes. And you don't necessarily need to go past 45 feet depth to see them. You can check that out if you get more comfortable diving over the course of your visit.

Carnaval is February 13-18 with Mardi Gras (Fat Tuesday) on February 17. The celebration kicks off with parades up and down Avenue Rafael E. Melgar on the Saturday (Feb 14) and the Sunday (Feb 15) prior to Fat Tuesday, and the big parade is on Fat Tuesday. It is a very fun time, and the entire island attends these events. It is a special cultural experience.

Just know that there is a lot of run-up and preparation in February prior to Carnaval. Many participants gather at the municipal park in town for rehearsals. There is a lot of loud music and drumming and noisy activity. Many of the schools on the island will conduct rehearsals with their bands because they will march in the parades. You will hear students practicing their music, drumming, and routines throughout the day. If your accommodation is close to these places be prepared for a lot of cacophony. Or you can just roll with it all as part of the overall experience of visiting Cozumel in February!
