A couple days ago i purchased a computer program to download the dive in my computer to my home pc, via infered. i installed the program with all proper measures take for a correct instalation. When i go to do the transfer the IRDA says that its reading but a moment later it says it cannot read the device. Both the infered system and the infered sight are in line no more than twelve inches like the instructions say. I was curious as to know if anybody else has had this problem and if they know how i might be able to correct it.

Have you tried it at varying distances and on a different surface?

In my experience with programming remotes, both of these factors can play significant roles. Try it in the 1-3 inch range and on a non reflective surface. If it still fails, my guess would be USB drivers which are notoriously suspect for IR devices in windows which I assume is your OS.
