Not a bad idea. Matai Bay is small - as much as I love the area (the missus and I got married on the beach there) and get there as often as I can, a week would be a long time. There isn't much to do other than dive, drink wine and hang out on the beach.

You could do a chunk of diving and relaxing, then take a few days off and tour down through the By of Islands on the way to Tutukaka for a few more days of diving.
 
There is some great diving in the Bay of Islands too. Plenty of reefs to explore out around Cape Brett and the Hole in the Rock. Great thing about Paihia is that there is not just diving, but many other things to keep you all busy. Hope you have a great time!
