I live north of Seattle, and regularly dive in water that is in the low 40's F. Also have a semi dry 7 mm and dry suit.
From my experience there is very little difference in warmth between the two on single dives. On multiple dives the dry suit offers more protection.
I am an underwater photographer, and do not notice a lot of difference in mobility. Biggest difference is the semi dry is more work to get in and out of. I had a valve failure in my dry suit a few months back, and it was fun ascending fro 80 feet in 44 degree water with a flooded suit.
Both have advantages and disadvantages, but the dry suit is more convenient.
