I know, I know, spring straps aren't supposed to need adjusting. But before you start picking on me, MY straps are fine and have been for years! It's my wife. One day they're too tight, the next too loose. I'm tired of trying to jimmy-rig them after every dive and have yet to come up with a clever method of making them adjustable.

The only reason they could be varying is if your wife's boot is seating differently in the pocket of the fin. Maybe the fit is too just. Sometimes the boot is not entering completely - 1st dive when everything is dry, and then entering totally - maybe 2nd dive when everything is wet?
Check the fit. Sometimes boots have corrugated ribs on the sides that may interfere with the boot sliding into the fin pocket. Maybe trim these with a knife or rub them down a little.
As for being too tight, does your wife wear a sock inside the boot? With a sock any excess tension on the spring strap isn't felt as much. Try it.

Good ideas from Miketsp,

In addition, once you have found the correct fit, mark the fins Left and Right.

If the spring straps come off the fins easily (not likely) you might want to have an assortment of different diameter hose pieces to slip over the springs for an easy adjustment.

or

Forget about the spring straps altogether and use bungee cord instead.
