Rototilling = kicking up the bottom and throwing silt all up in the water from flutter kicking.

The blue earth represents the oceans. The diver is red because he is out of air and he's holding his breath. He can't find his buddy because he's silted everything up and the viz has gone down to zero, and last but not least- he's not really holding a torch, he's just narced and thinks he's holding one.

I would venture a guess it has to do with something like pathfinding the way for recreational diving or something. The blue globe is self-explaining, and red for safety maybe? I don't know. We all got drunk one night and just started drawing pictures on each other. That's the real story. Then we all went to NAUI and got certified. I woke up two days later and still had a hangover, but had a NAUI c-card. True story I think.

Wet-willie, If I'd designed it, I'd have the diver beside a 4WD with tanks on the tailgate instead of the rototiller.

Ok, now I am a graphics designer, have been nominated for the sexiest SB'r and my avatar is changed. I can't design worth a toot, I AM the sexiest in my humble opinion (you have to toot your horn) and did not change my avatar. I assume this is all an April fools joke.
