And of course Chlorine gas reacts with water to form Hydrochloric acid and mixed Chlorine oxides, all of which are water soluble, So you may not get any bubbles at the anode.

If you could electrolise pure water I agree it would give you
Energy + 2 x H2O => 2 H2 + O2
but water is a bad conductor so you need to add something.
