Partial Pressure fills are still the most common. I think having them O2 cleaned is a good investment, but you have to make sure all subsequent fills are '02 compatible air' (the kind used in PP fills).
 
It's not really a big deal, since I've started diving Nitrox I've quit using air and thus don't have to worry about cleaning the tank again.

For what it's worth in the midwest all the Nitrox fills I'm aware of a PP and so cleaning the tank is necessary if you want to dive Nitrox to any extent, and I'd bet it's the same most any place you dive if it's not near the coast.
 
Since the DNAx method of producing Nitrox starts with Grade E (non-hyper filtered air) will filling an O2 clean tank with it render the tank non-O2 clean?
