2 weeks with nondiving barely snorkeling girlfriend - help

i will be in the philippines (first time) from january 17 through most of february. the first 10 days will be in palawan (solo), arriving in pp, with no particular place to go except to be in coron in time for a few days diving and to catch my flight to manila on the 27th. plans (and reservations) call for me to be in camiguin then sogod from february 12 until it is time to leave (solo).

here is where i need advice: my s.o. is a barely functional snorkeler (think rock with hip floatie). she threatens to join me in manila (or cebu city) on or just before february 1, and we will have close to 2 weeks together. she is content lounging on the beach or by the pool if i'm off for a couple of hours, and travels well. so - my thought is we will have enough time to adequately visit 2 places. siquijor, bohol, and camiguin come to mind because they are easy to get to, apparently offer lots to do and explore above as well as below, and have decent snorkeling from shore. are there any others i should be thinking of, and do you have an order of preference or recommendations for places to stay? a dedicated dive resort is not required (or maybe even desireable) but close access to a dive operator would be nice. that said, looking for any and all suggestions to make this a great 2 weeks, and will gladly give up great diving for great advanture, though if the 2 can co-exist that would be a bonus. quiet is a plus. does malapascua offer anything for a non-diver? a place like borocay is not what would interest us, but romblon might.

Camiguin is not that easy to get to. A flight from Cebu to Cagayan de Oro and then a fast ferry across. A cheaper but slower ferry is also available but the ferry terminal is an hr away from Cagayan. A lot to offer on the island for outdoor enthusiast eg. cycling, hiking, diving(average) etc etc. The island is very laid back and traffic is extremely light. Johnny is/was the main player on diving and he has/had couple of shops over the island. Check it out. BTW, I cannot recall seeing any nice sandy beach on the island(could be wrong).
Bohol and Siquijor would be better in terms of connection. As far as I know ferry to Siquijor will call on Bohol first before departing for Dumaguette and finally Siquijor.
Both Camiguin and Siquijor is highly recommended for anyone seeking tranquillity and away from those tourist traps.
