I think in the video the screw of the STA have to be in the BP instead, the screw head should be to the STA side, else it would possibly interfere with the tank. The same applies when you attach a twin tank: screw's head is on the tank side.

The point is that the tank straps do not pass through the BP. They should, however, to ensure firm connection. There are some guys suggesting to add aluminium STA connected via the grommets to the BP. So, even if the cam bands are not through the BP neither the STA, the latter (hence the tank)...

It sounds weird to me that just 1 foot less goes from being too long to the short side. Anyway there are places where you can obtain any length you ask for, so try to figure out the desired size and go for it.
