Failed 25m underwater swim.

Surfaced because extreme urge to breath, CO2 build up. Recommendation?
Practice at home (dry) with CO2 tables. The CO2 tables essentially help to build up a tolerance to CO2 buildup so that you can fight the urge to breathe longer.
There is an app that got good reviews but I only started using it, called STAmina

There are also free versions out there. I use an app called Freedive Apnea. There is also a paid version, but I'm only using the Free version at the moment. My breathhold is currently at around 2:45 and improving.

25 meters in 30 seconds? Underwater? Even 45 seconds if pretty quick.

I swim masters in a 25 meter pool 2 to 3 times a week. What agency requires a 25 meter underwater swim?
 
How many strokes do you do for 25m?
No idea, never thought to count them but I'm gonna go with 20ish no fins.

1m per second is the standard freediving speed in the pool, more if you are allowed to push off. My pb was 100-ish meters in around 1:20.

Or slower. Pull all the way through and milk the glide.
I vote for slower. Relax and swim gently.

When you are holding your breath and feel the panicky need to breathe, that has nothing to do with your need for oxygen. That panicky urge to breathe is caused by CO2 buildup, and the harder you swim, the faster that happens. As you swim and feel that sense of panic start to rise, just keep telling yourself that it's the CO2 talking, and you can safely ignore it for the length of that swim.

On the surface, swimming (no fins) I can go under 1:20 in a 25 meter pool, and do a whole set of 100's (15) on a 1:40 interval. But he was asking about an underwater swim. Now I also assumed the 25 meter swim was "no fins", which I've done routinely, but not in 40 seconds.

I did look up SSI DM, they allow mask/snorkel/fins. Now that is a game changer, with fins on, no problem.

A tiny bit of practice and decent pair of freedive fins should allow just about any healthy person to do a 25 meter apnea swim in a pool. With decent fins and technique, it should take around 30 seconds or so. As you get better at it, slower is easier and it might help to wear a little lead on a belt; if that is allowed.

Please do NOT practice apnea in a pool without direct supervision.
 
Ah the time makes more sense if people use fins.
