High on my list right now is the time and complexity of travel to get there.
If there are going to be multiple layovers and an extremely long time to get to the destination, I will not bother for a one week trip. On trip I had the opportunity to go on was going to involve close to 40 hours of flying and layover time each way.
Once I retire, and have the time to turn this kind of trip into a multi-week affair, I will be far more interested in that kind of travel, and frankly cannot wait to be able to take advantage of this kind of travel!

1. How long of a drive is it from my home
2. Affordability of accommodations
3. Quality of the diving ... available sites, typical critters, water and surface temperature, typical viz
4. Availability of charters or shore diving

I travel to a dozen of destinations per year. Half for work and in this case, I have no choice. If it is a diving place, I dive, mostly with local DS. The other half is pleasure, visiting friends or family most of the time. I have to admit that if you live in a non-diving place, the odds of seeing me are not good. During the last 12 months, I dived in Dubai, Cape Verde, Maldives, Morocco, Thailand, French West Indies, Ghana and France. First three destinations were for work. For all the others but the last one (France is one of my homes), I was visiting friends. Diving was the cherry on the pie so I made my homework before but it was more like killing two birds with one stone.
