You generally get what you pay for. Whilst a gravel pit is not the nicest place to dive, they are well set up for training and aren’t susceptible to weather cancellations.

Following your course you need to practice and work up to diving in more interesting locations like the sea.
 
I can one better you. There is a gas station in my neighborhood that has a freshly shucked clam stand kind of next to the pumps. Mind you. This is a block away from the East River in Manhattan. Not only gas station clams but East River clams. You'd have to be very brave or equally as stupid.
3 words: gas station sushi.....
I have never gotten sick from either gas station sushi nor east river clams, not have I ever been injured or learned anything dangerous from taking or teaching a PADI course.
