This reason people bicycle kick is that method moves the legs with least water resistance, because they don’t have muscle strength in correct muscles for correct motions, my hubby skates and bikes for exercise, so he has strong muscles for those activities, but not swimming muscles, so he keeps reverting when not thinking about it.
I’m pretty sure that weak muscles aren’t the problem. I do squats and other leg exercises at the gym and also run. In my case I just think it’s bad form and habit
 
Lay on your back on the surface for frog and back kicks. If your knees break the surface then you are breaking at the waist.
 
For flutter? Point your toes like you’re a ballerina and then kick. Also squeeze your butt cheeks like you’re trying to hold poo in. That’s the advice I was given. Helped a ton.

You need to feel a little tension there in order to keep your body flat from shoulders to knees.
 
To practice back kicking, we were told to zip our drysuits, inflate them and close the valve. Then we just practiced at the surface on a shallow lake without a bcd or fins.

If you do the right movement you’ll start moving backwards even without fins.

I stick the kickboard under my *ss for the back kick and hold it with both hands. For the frog I put my head on it, though I could do without, but there's no way I could back kick that way without some extra buoyancy in my lower body.

Not needed with dry suits and no weighting but good point for pools without wetsuits. Ive always had students in wetsuits in pools. I'll steal that for when they are not.
