Even though they have not signed the Schengen agreement Monaco, Vatican and San Marino are considered de facto as part of the Schengen Region with open borders to the countries in which they are enclaved (on the contrary of Andorra that still maintains border controls).

Interestingly Ireland is NOT part of Schengen Region even though it is a full member of EU. There are others as well.

Ireland had an opt out on Schengen agreement while the other EU members like Bulgaria, Croatia, etc. will be obliged to join in. So in the future Ireland will still remain that exception.
