No it wouldn't. It is only for storage. It would be reviewed only in the case of an incident. They would be routinely deleted if the owner wished.
You said upload to the cloud. You think there is limitless internet wherever boats go? It's more likely that it would be a scheduled upload, which is worthless in the event of an emergency.

They make a black box for ships. Just have to increase the storage as I believe they only capture audio from the bridge.
The law is to capture audio from the bridge. If you are required to do so. There are "Black Boxes" (called a Voyage Data Recorder) that will capture video as well. As long as the video is plumbed into the system that the VDR monitors.
If there was a way to plug new cameras into this system (doubt it as I'm guessing a proprietary design), that'd be great. I would suggest limited samples of video, images taken when motion is detected and only captures every X seconds or short bursts of video, as video consumes a lot of storage space.

How would you get it to the cloud?

And yes, there are VDR systems that capture video.

If there is no wireless communication possible to reach the internet, then my idea is sunk.
Yes. For access anywhere real time costs tens of thousands per month.

Carrier pigeon? How far can they fly? Probably a PITA with all their pooping and making noise, but as the trip goes on, there are fewer of them.

Oh, I think there would be no problem with range, it’s training them to go to the bridge in the event of a fire and download the VDR that is a pain in the butt.

Maybe have pigeons with a small cable wrapped around a leg that is attached to a USB card that is continuously having images/data written to it then released.

Ah. A European swallow then. The cable could be gripped under its dorsal guiding feathers.
