For the emt , rescue and dive master courses, Asia Divers Charges about $2k US. Scandi about $1500.
Is there a marked difference in the quality of the courses at the 2 dive centers?

Be sure to find out if it is truly apples to apples. For example: Do they both provide all of the required materials. Dive Master course materials/crew pack aren't cheap and may be included with Asia Divers and not with Scandi?

Apparently everything is included for both except the PADI application fee.

Just the divemaster course is $999 at Scandi and $1318 ($1224+$259 to PADI for E-learning)

I may do the rescue course in Mexico beforehand.

I have stayed at El Galleon last year for a week and enjoyed it. I never left the resort and dove 5x a day.

Some concerns at Scandi would be the lack or wifi in the rooms, the room I am interested in is in the Campbells resort that they now own and the extra distance needed to get to the dive shop/boats/restaurant. Would it become tiresome after a while?

Is it better to pay $319/$484 more for a known entity?
 
Campbell is no more than 100m away.
The view from some of the rooms are very good.
The only problem is the return to the resort after a night out in Sabang!!!!!!!
If they have good and reliable net then the extra saving is worth considering.

the scooter races back from Sabang are awesome!
 
My recommendation would be Asia Divers and El Galleon. I have some clients who did tech certifications there and the report was excellent. Now if I was going to the Philippines I would probably not stay in one place for a month. So many places and so much to see. Take a peek at this magazine all about the Philippines:
