I can tell you it is not a comforting thing to do. For one, the weight of the 2nd stage makes different top side, so you will have jaw fratigue. Secondly, since you mouth will be open, you will drool all over the place through the exhaust port of the 2nd stage. Why I know this, I have tried it on a few almost empty decode bottle before taking them to hydro, it is not how I want to be administered oxygen or any gas for that matter.

I adapted my O2 multifunction reg to have a male DIN on it, instead of the two-pin O2 cylinder fitting. So I can use all my medical O2 stuff -- including non-rebreather masks -- with scuba O2 cylinders.
 
We have Oxygen Administration Kits in our club.

The O2 kits have a first stage with two outlets. One outlet is a demand valve, and the second a constant flow outlet, both to be used with oral nasal masks. The first stage is a two pin medical fitting, for use with medical cylinders.

In each of our kits, we have additional adapters. DIN to 2 pin medical, and Bullnose to 2 pin medical.
This allows us to use J cylinders of O2 if they are available. Or diving cylinders, allowing us to use any O2 left in diving cylinders, or Nitrox rich mixes if we run out of O2 whilst treating a casualty.

Oxygen cylinders are not compatible with scuba regulators & scuba tanks cannot be filled with medical oxygen.

Question is how do I do this.

You seem to be operating on some misinformation. Scuba tanks can indeed be filled with 100% O2 "medical" oxygen.

All you need to do is take one of your scuba tanks (or buy a new one), get it O2 cleaned, and filled with O2. Almost any dive shop can do this for you. If your shop doesn't fill O2, call around and find one that does. This is VERY common and pure O2 is widely used to mix nitrox or to fill Deco or Rebreather cylinders with 100%.

As mentioned, you should get buy an O2 clean regulator or get one cleaned for this purpose. Almost any 1st/2nd stage set will do the job. Using O2 at over 2000PSI in a regulator with inappropriate flammable lubricants, orings, or deposits is an accident waiting to happen.

How does oxygen know it is for medical use only? Is it some kind of super special oxygen??

As far as the “only hyper pure air” through an O2 cleaned reg...I would sincerely hope ALL your fills are with the correct grade of air. Or are some of you asking for “just the crappy air please?”
