I was shocked when I saw the video because I've never seen any nurse shark behave that way at all. I can't see where the woman was doing anything provocative and it's my impression that she didn't see it coming. If the shark has come to expect handouts though, all bets are off. I always thought it was really dumb to teach sharks to associate people with eating, but I guess not everyone sees it that way.

From what I've seen/read, some sharks go into "tonic immobility" when flipped upside down. Orca's around the Farallon Islands figured this out and started hunting Great Whites this way...

I am confident that the Orcas have more sense than to try to kiss them.

If so, then sharks aren't just accustomed to handouts from humans, they may be dependent on them.

When I first saw and read the article at the office, the way the article was written made it sound like it was a contained "swim with the sharks" premium feature at the resort. i.e. captive shark in an enclosed area.
Not 100% sure of the environment in this case, but I would go so far as to agree it's probably used to being fed by hand and she wasn't paying attention.

I saw something similar in the Cancun area while on a "private beach" during a chartered catamaran trip. $20 US and you could wade into a netted area and swim/snorkel with a couple small nurse sharks. For another $20, the guys would pick it up out of the water so you could get a photo. It was unfortunate to see the line of people form to do this.

Howard says he saw one in the blooper reel of the Oak Island Money Pit helmet cam video. John denies biting it and claims that night's BBQ was chicken.

Might well have happened at his place, or one similar: Swimming With Nurse Sharks At Compass Cay, Exumas, Bahamas | Jessie on a Journey and also described at Nurse Sharks of Compass Cay

Gotta like these directions: "When swimming with Nurse Sharks, pet their backs but stay away from their mouths and try to keep your hands above your head if chum is being thrown into the water and they’re eating" and the comment that "the marina workers feed the fish. This makes them very friendly animals; they’re not likely to expend the extra effort to gnaw off a leg when they know that they’re going to get something much better hand-fed to them."

One more place for the list of attractions that I will not plan on visiting...
 
Where I dive, there are some that easy 5 feet. Though never felt like petting them, I like my hands. There are some areas near the pier, like one pictured below, where they can be found 90% of the time. Though, because of their size, you get a jolt when one is seen on the murky horizon. (see same video as below but at 13:47 mark too)
