I would like to buy a PADI OW class for my sister who lives in Stuart Florida but I have no experience with any shops or instructors from that area. So I am asking here for your recommendations.

check out Stuart Scuba (www.stuartscuba.com). They are an elite level instructional facility for most dive training agencies..
they have the most experienced instructional staff around. Not just PADI but also multiple agencies.
 
Jupiter Dive Center (jupiterdivecenter.com) in Jupiter, FL, is a wonderful dive shop with excellent instructors. From Stuart, it's about a 30 minute drive. They are very safety conscious and dedicated to giving the best instruction possible to new divers. We dive with them almost every week and many times there's an instructor on board the boat with students. I've listened to how the instructors explain concepts to the students, and they are very thorough in their instruction. I highly recommend Jupiter Dive Center.
 
I didn't train with them, but I did dive with Stuart Scuba for a week right after this past Christmas. They were GREAT! I would definitely at least check with them for training.

Same here. Dove with them in March and enjoyed it. There was a lot of knowledge on the boat. I would take training with them
