Try dragging the file into the open PM window. It has worked for me.

It gives me a message "uploads are not an available option". Looks like the only way to do it would be to upload the picture to the gallery, then attach it. It isn't that big a deal. I was trying to show Jax a picture of a person being hoisted in a CG chopper basket. You can't really see the expression on his face, but I assure you he had one.
