In PADI, what level of instructor can offer Divemaster classes? I have used some independents instructors in the past that I really liked their methodology.

As others have pointed out any PADI OWSI can conduct a DM course..I have to go with find experienced instructor. I like the idea of an IDC instructor running the course. It would be conducted more iN line for your next level course, AI,IDC...before going with independent instr, who may or may not deliver an excellent course, think about WHERE you plan to go with this DM card..plan on continuing on toward instructor? want to really make use of it? Going with a independent will probably not give you many opportunities to actually use it . Become an instr eventually and want to teach at a LDS you will need to bring something to the LDS that you may want to work at and deliver to them what that they need.In PADI, what level of instructor can offer Divemaster classes? What reason is given to you on why it is taking so long?I guess I need to explain, I am not looking for employment. I have worked with my LDS for the past 2 year and due to many fall starts and scheduling issues I still have not completed my DM... why...because the LDS's view of a DM is someone who spends every weekend at Dutch Springs working for them for free. I just so happen to have a job that requires many weekends of work usually in the middle of the night making daytime diving difficult and the dozens of weekday's I have DM'ed at local college for the clsass the LDS teaches doesn't seem to count.
I really would like my DM so I can assist the local Handicapped scuba group as a volunteer DM, and later possibly Instructor. I told the LDS going into this process, I have even been the LDS's designee at some local wounded warrior dive programs.
At this point I'm done being a free resource for a business, I preder to volunteer for non-profit activities.
Yup...all that is done..got the money..not my problem if they are not responsible and do not meet requirementsThose are the reason to have a learning agreement with all requirements spelled out. I'd wonder about even having my name associated with such irresponsible people. I'd give them an ultimatum. Do the work as required or your done. No cert, no refund.
