Bottom bolt is not the problem. How the threaded is way off. Looks like they used to sets of webbing.

Yep. But without a soldiering iron to melt another hole I dare you to use that bottom bolt :)
 
Actually, if you've been drinking, the bottom part looks like a smiling one-eyed-cartoon pirate.
 
You know, I've written frequently about crossing my straps to keep them from sliding off my shoulders. Guess I should have been a little bit clearer about WHERE they cross . . .
