I've had a lot of fun with this screen name on several different forums over the years. :) It started out innocent enough but someone always has to "slip in" a joke about it. LOL
 
Your reference above seems to contradict that belief - and say that I COULD issue the temporary card.
Since we don't receive many referrals in Colorado:D, I have never had to deal with this, so I only know what I read. I suggest you go to the Pro website and get the full article and decide for yourself.
 
If money is tight then I think the SSI route will prove better for both of you as from what I can see (as a recently qualified SSI instructor) should you choose to do specialty courses such as Deep Diving and say Nitrox...the courses tend to be lower priced with SSI than PADI. Here in the Philippines I reckon it would be about 35% less per speciality
From my experience with SSI and PADI I would pay the extra to take PADI specialties. I have found that even the PADI AOW course is more thorough than the equivalent SSI specialties and the PADI specialties even more thorough. I would definitely pay a little more to receive more training.Training is about learning. It is not about saving money.

I've personally only dealt with one student who was an SSI referral, and my decision in that case was to certify him myself. The only downside was the first point in the piece you posted: a customer service issue. He had been told by his SSI instructor that of course you can finish with a PADI instructor, and if they tell you anything else they're just being a jerk. He wasn't thrilled about having to jump through the extra hoops, but we got past that, and he's coming back in March to dive with me for two weeks, so I guess it turned out okay for him.

I may have misunderstood the level of "participation" in the Universal Referral program. It was my understanding that we (PADI) did not participate as an organization, and so I would be precluded from issuing the "temporary certification card." Which is why I outlined my belief that if the student DOES want to dive immediately, we'd need to go the PADI route, as opposed to me just doing the work, signing the paperwork, and sending them back to their original instructor.

As mentioned earlier by others, a PADI instructor can only issue a temporary card (and certification) IF the instructor has done the required pool assessment and final exam in addtion to the 4 dives as required by PADI for a Universal Referral to PADI crossover. I suspect some instructors have issued a temporary card without the pool assessment and final exams jsut to "be nice" and give the student something to show to dive the rest of their vacation, but as PADI points out, they could entangle themselves in liability issues if there is an injury before an actual certification is given by the originating SSI instructor.

Maybe I'm being dense. The "temporary card" in this case would be a PADI card. Right? Or are you saying that a PADI instructor can do the extra bits then issue the Universal Referral temporary card?
