Early experimental version of the Matrix-style human battery pods?

Got pretty crappy visibility for a bag full of liquid - maybe some sort of portable biohazard disinfectant unit? Dive in a sewage tank, get cleaned up after?

I wondered about something like that, too, but why not just jump in a small tank of some kind, rather than this unwieldy, suspended, bag thingie? And the spray bottle??
 
Dunno - I am as perplexed as everyone - I just thought that something like this could be disassembled and packed into a relatively small space, rather like a tent, and the full body condom type thingy would require less fluid than a tub with a large enough capacity to fit a whole person, and could probably be disposed of afterwards, instead of being scrubbed and re-used...

...spray bottle for ... spraying things. Yes. :D

Well, either that or it's a rare photo of David Carradine on vacation...
