This is not mi logic. This is from the PADI Enriched Air Diver manual page 19 (i am speeking of ERA not Air 21%)Using your logic, why are there air tables then?

Why do you want to use 28%. What is the dive you want to do with 28% that you do not want to do with 32% or air?

Any dive between 33 and 40m where you want to maximise bottom time without overdoing the partial pressures at a rough guess...
It depends on your motivation for diving Nitrox..... Do you want more bottom time, more margin of safety, more certificates, more math...... only each diver can decide that for him/herself. Just find someone with more experience if you don't understand something.
I hate the stickers, but most shops wont fill (nitrox) without them
