Do divers in the UK or other places that use the color coding for the SMB actually carry two bags with different colors to be used depending on need?

They carry a green and a purple bag. The green bag means "send down a yellow bag" and the purple bag means "send down an orange bag." They would then send up a yellow or orange bag as appropriate.

That sounds like a system invented by a government committee.

I was curious if they actually bothered with this system and "actually" carried two bags to comply with the system.

Not much of a system if no one "actually bothers" with it.
