Looks like Deep Blue Resort is the right place for you. Me and my wife stayed there a month ago (last week of April/1st of May), and enjoyed every moment of it.

Since 3 boat dives were not enough for us, we started every day with an extra early morning shore dive right at DBR. You just need to tell Matt the divemaster the day before and he will arrange for the tanks to be there. So at 5:30 am we were already underwater. Then after breakfast we followed the usual 3-dives-per-day scedule that DBR keeps. Once we did a fifth dive (night shore dive at DBR) then did the early morning dive the next day as usual. So we did 16 extra shore dives there. The place was not crowded at all. If you need the stats, we logged in 6 boat dives in a group of 3 and 5 dives in a group of 4. The rest of the dives were in groups of 5-7 divers (all numbers include the 2 of us and the divemaster) but never more than that. This was really awesome because the divemasters could show us plenty of interesting stuff (both Matt and Isabelle are very good in that), and there was no hustle on the boat. I cannot guarantee that this is always the case, of course; I heard that the week before we came was more packed. We visited the city once but there is nothing to see there from our perspective (note, however, that we are totally un-interested in shopping and eating out).

The coral wall near DBR is close to the shore so you do not have to swim too far. It's like diving Andrea or Buddy Reef on Bonaire except on Utila there are few roads and people get along the shore on boats. Laguna Beach also has shore diving but I do not think any diveshops in the city have (let someone correct me if I am wrong here). One thing I need to warn you about are the sandflies which were quite active in the morning so pack some bug spray with you.

As for the room, food etc everything was great. Overall, highly recommended.
 
I can definitely recommend Deep Blue. We were there a year ago in April. We saw the Whale Sharks. Deep blue was a really nice resort and the home cooked meals were really great.
 
I would go back to Cayos Cochinos. We were there in March and there was virtually no wind at all. It was warm--but totally worth it. I have never experienced such relaxation in my entire life--and the diving was fabulous.

We are thinking on it ... we have been there three times, once we were the only divers there for a week. We decided to stay an extra week there rather than go on to Costa Rica. It is one of the most relaxing places we have been ... the temps when we can go (Aug-Sept) are a concern, but it is looking like one of the options on the list for us. Glad you enjoyed it too!
