I believe there are signs at the park describing the rules against collecting.
 
Wait till he goes down for another dive/poaching and slash his tires.
I'm mean like that.
 
If taken literally (...and in my opinion), this ordnance should protect all creatures within park boundaries, including fish. Weather it be for nutritional value or viewing pleasure, all types of fish should either be protected or allowed legal harvest. If not, its a classic case of discrimination.

Okay, here's the deal. I spoke with Dave Lil today who is the Aquatics and Water Parks director for Palm Beach County Parks and Recreation. He said Palm Beach County Parks and Recreation Ordinance # 2004-022, Section 7(B) absolutely extends into the waters of Phil Foster park and all other PB County parks with water access or beaches. If you encounter a violation in progress, contact a park ranger or the FWC. If you should encounter a park ranger unwilling to enforce the rules, simply request the park ranger's name and call FWC for immediate enforcement and Dave says he will deal the ranger afterward.

Dave's number is 561-966-6630 to report the rangers who aren't enforcing the county's rules.

Regarding fishing: recreational fishing is permitted within the Florida state rules but Palm Beach County's rules against tropical fish collecting supersede the state 's rules on collecting.
 
For the dive community to stop this, we need to be willing to end your dive and call FWC at 888-404-3922 and report them.

Exactly, I keep this number stored in my mobile phone for just this reason and suggest everyone else does too.
 
Deepstops, thanks for the update, I just put Dave's number in my phone as well. It is good to have this information so if I see unlawful activity like this in the future I can be of some use. I'd like the "little guys" to not be scarfed up by a collector so we all have the chance to see them.
 
As everyone is mentioning their cell phones here is another suggestion as most cell phones have a crappy camera in them - take a damn picture. Excuse me take lots of damned pictures.

As in "they took twenty seven eight-by-ten colour glossy photographs with circles
and arrows and a paragraph on the back of each one explaining what each
one was to be used as evidence against us. Took pictures of the approach,
the getaway, the northwest corner the southwest corner and that's not to
mention the aerial photography."
