Someone told me once that either the Catlina or Luxfer 40 cf bottles are better balanced at a deco/stage. Does anyone have any input? The key DIR word here it balanced.

Everyone I've spoken to recommends the Luxfer. I'm sure either would work, though. My experience is only with Luxfer bottles.

No he doesn't. He still has a quick disconnect on his p-valve.

You want a Luxfer. I have a catalina, it's like an anchor by comparison.
