Why not use something like the Akona Globetrotter and just carry everything in the overhead?

It might work, but technically it's 3" too deep for United. The dimensions of the Globetrotter are 21" x 14" x 12". The United carry-on dimensions are 22" x 14" x 9"

Hmm... since it's soft, unless you stuff it to full capacity, it should be able to compress to fit the checker or overhead.
If you have your fins strapped to the outside, that could be removed and put under the seat in front, I guess.

In all of my traveling, I just put all my gear in a mesh bag and check it. No muss, no fuss: I just check it. I have never had it lost, delayed, or was ever missing a thing. Being mesh, TSA doesn't even have to open it to see what it's all about.

I carry my travel laptop (light), phone, earbuds and a few other things in my carryon. That's it.

As an aside, I really hate the carryon scramble as we plane and deplane. These people with 200-pound over-stuffed carryons trying to stuff or extricate them from the cubicle above my head is pretty scary! My carryon can slip under the seat in front of me and makes me far more nimble as I try to catch that next flight.

My only carry on has ever been mask, computer and rechargeable lithium batteries for dive lights. Have encountered numerous connector flights with the smallest bins you can imagine and it is simply easier to keep carry on to minimum.

On my trip to Truk United decided I didn’t need my checked bag for the first 4 days.
It happens. I've yet to have that happen to me. Most places have plenty of distractions should it happen to me. In fact, most places have plenty of rental gear too! Yeah, I like my own gear, so I'd probably just occupy myself with local flora, fauna, and geology.
